Minority Advisory and Decision-Making Bodies


I am conducting research on advisory and decision-making bodies and
dialogue mechanisms between governments and minorities.
 
I would appreciate if anyone could help me in obtaining information on
mechanisms and bodies that they may be aware of.
 
There are many different entities and mechanisms that exist, in places
like Austria, Hungary, Estonia, but obtaining precise details on their
operations, who is represented, what are they role or powers, etc. can
sometimes be difficult.

>From the moderator: Dear Fernand, I'd like just to mention some
Internet sources I have at hand atthe moment. Information about the
Estonia's Roundtable is available at
http://www.ee/president/office/round1.htm. Some reasonable points
about the activities of the Presidential consultative council can be
found in the latest International Helsinki Federation's report at
http://www.ihf-hr.org/reports/9804prot.htm#Latvia (as a member of this
council, I can testify the evaluation is unfortunately true :-). Hope
other subscribers will add much more information (the more so that
several members including the President's Plenipotentiary of the
Estonian Roundtable, as well as the author of the IHF report mentioned
above, are among the MINELRES subscribers). As far as I remember, also
the Foundation for Inter-ethnic Relations studied this issue a couple
of years ago.
