I hope that you can correct the last paragraph which is wrong.
If this refers to the Framework Convention for the Protection of
National Minorities at the last count 34 states had ratified the
Convention, and more are in the process of ratifying the Convention.
Germany and Spain have ratified the Convention, so too has Estonia,
and all three of these States have filed a report which can be seen on
the Council of Europe and Minelres website.
Consequently the value judgement associated with this incorrect
information are questionable especially in light of the 1993
Copenhagen criteria for accession, which, in article 1, emphasises
human rights and minority rights and is a focus of EU accession
monitoring.
