Project Description

Post-totalitarian countries are striving to create a civic society in which
the rule of law and legal culture of citizens are its main components. 
However, an insufficient level of citizens' legal culture inherited from the
communist past is a great obstacle to the creation  of a civic society.
     
In 1995 the Committee of the Ministers of the Council of Europe adopted
Recommendation #R(85)7 on promoting Human Rights Education among  various
strata of society.  This requires specialists who are able to teach this
course, develop teaching materials, manuals for teachers, curricula, student
activities, etc.  Unfortunately, authorities in some Central and Eastern
European countries are not addressing these issues and solving these
problems.  Practically only NGOs are working on human rights education
issues, but NGOs often have insufficient experience.
     
The organizers of this project believe that an international seminar on
human rights education may be useful for people teaching human rights
education in Central and Eastern Europe. This project is designed to provide
opportunities for an exchange of experiences in methods of promoting human
rights education in countries in which authorities do not support this work
and in new methods of human rights education in which NGOs and authorities
work together in this  direction.  
     
The organizers intend to invite to this project representatives of the
Ministry of Education and superiors of education agencies of the Kharkiv
region in order to promote human rights education activities in governmental
agencies of Kharkiv and Ukraine. The organizers also want to promote human
rights education work of NGOs in Ukraine and as such, will invite ten
representatives of NGOs from Ukraine. One objective of this project is to
provide an opportunity for discussion among representatives of regional NGOs
and educational authorities to promote cooperation in regional and national
programs in Human Rights Education.
     
The organizers hope to create an information network on human rights 
education for Central and Eastern European countries.
     
The organizers are planning to publish the seminar materials, including
theses and reports of participants and adopted recommendations for further
cooperation in Human Rights Education, for further work and use by
interested organizations.

Participation and Financial Commitment

The organizers would like to invite 30 representatives of NGOs with
experience in human rights education for children, university and  college
students, employees of local government agencies, police, penitentiary
systems, army and representatives of local communities in Central and
Eastern Europe.  Representatives of state schools, kindergartens or colleges
where human rights education is taught are also welcome.  
     
Natonal Soros Foundations are invited to identify and support participant(s)
to this project.  The East East Program of the International Renaissance 
Foundation Kharkiv branch will support accommodations and meals of 
participants. The East East Program financial commitment will be round-trip
travel to Kharkiv and a travel stipend per participant.

9.00-9.30  Registration 9.30-10.00 Opening of the seminar and statement of
purposes  10.00-13.00 Plenary session: Human Rights Education as an
important element of civic society. The necessity of Human Rights Education
for Ukraine will be discussed and perspectives of regional and national
Human Rights Education programs will be discussed in the presence of
officials of education boards.  Representatives of regional and national
mass media will be engaged in the plenary session.   13.00-14.00  Dinner 14.
00-18.00 Roundtables in which each participant may take part in discussions
on a given question, tell about his/her work and learn information on the
work in other countries of Central and Eastern Europe, Western Europe and
North America, will be conducted.

#150 he organizers are going to conduct a practical session at the Kharkiv 
school where the Human Rights Education program of the group "Kharkiv-1" of
Amnesty International and Kharkiv Human Rights Education Centre has been
taught for three years. This will be followed by discussion.
