Dear Ms.Albert,
The CIS Minority Convention was signed by all States of CIS except
Turkmenistan and Uzbekistan, and was ratified by Azerbaijan (1995),
Armenia (1997) and Belarus (1995). Thus, according to the Article 14
the Conviention came into force on Junuary 1997. Supervision over the
implementation of the Convention shall be assigned to the Comission on
Human Rights estabished in accordance with Article 33 of the Charter
of the CIS States (the Article 13 of the Convention). But this
Commission hasn�t formed yet. For some of CIS States including Russia
the obsticle is in fact that the Convention defines national
minorities as citizens of the States their residence (according to the
Article 1). Members of Russian Parlament disagree with this approach
and the Convention hasn�t been ratified by Russian Federation yet.
