Searching for CIS Minority Conventio
Writing a PhD thesis in law on minority rights, at the University of
Paris 1 Pantheon Sorbonne in France, I am desperately looking for the
CIS Convention on the rights of persons belonging to national
minorities, adopted on October 21, 1994.
Would any expert on that field tell me if it is available in German,
English or French, and where I can find it?
I would like to know also if this instrument has entered into force,
which States have ratified it and whether there is some form of
mechanism to monitor its implementation.

The moderator adds:
Indeed, the CIS Convention on protection of the rights of persons
belonging to national minorities looks a somewhat puzzling
instrument. Thanks to kind efforts of our colleague Dr Alexander
Ossipov, we have the Russian text of the Convention in the MINELRES
files, but all questions asked by Sophie are of great interest to us
too. Unclarity with the status of this instrument and existence of
official translation is the main reason why the text is not yet
available online.
