INTERNATIONAL SYMPOSIUM "CIVIL SOCIETY IN POST-COMMUNIST COUNTRIES OF
BALTIC REGION"
Pushkin, St.Petersburg, October 27 - 29, 1997
St. Petersburg Center of Humanities and Political Science STRATEGY with
assistence of East-East programm of Soros Foundation
The main direction of three-day workshop are: political modernization and
creation of open society in post-communist countries, civil society
development and its collaboration with government structures, problems of
partnership between NGOs and political parties, the perspectives and limits
of political culture transformation, the ways of transboundary NGOs
collaboration. The concrete forms of relationship of NGOs, political parties
and authorities at nation, region and local levels is different for every
country, and it would be very useful to exchange this experience.
It is planned to invite for this workshop not only academicians, but also
some NGOs activists and officials from the local governments of Baltic
Region to produce their real collaboration and practical using of
recommendations, which would be created during workshop.
Comments
The main organizer of this workshop is the St. Petersburg Center for the
Humanities and Political Science "Strategy" (president Alexander Sungurov).
Its fundamental goal is to support development of civil society in St.
Petersburg and other regions of Russia. This NGO consists of the journalists
and businessmen, deputies of the State Duma and Legislative Assembly of St.
Petersburg, academicians and city politicians.
This workshop would be characterized as a fruitful development of the two
Youth Schools and Regional Conference of World Futures Studies Federation
"Approaches Sustainable Development: Problems of Baltic Region, Europe and
the Globe" organized in 1994-1996 by St. Petersburg "Strategy" Center with
the support of "East-East" program.
Agenda
Possible topics of discussions in workshop would be:
- main tendation of civil society development in post-communist countries;
- civil society's network's creation as a practical synergetic;
- legislation framework for civil society and the ways of NGO's influence to
legislative processes;
- structure of civil society: political community, economical community,
NGO's community, development of there collaboration;
- civil society and political socialization: from passive to participant
political culture;
- social partnership: the ways of relationship with the governmental bodies
and local authorities: how to keep the independence;
- authorities, political parties and NGO in election campaigns - who need
for whom?
The participants of School must prepare special form with answers to next
questions:
- Name, Surname
- Age
- Specialty
- Organization
- Direction of science research or field of interests
- The thesis of address for symposium (1-2 pages).
