New book on Kosovo
Dear collegues,
we would like to bring to the attention of MINELRES a new important
source of information on the conflict in Kosovo.
Kosovo/a - A Gordian knot?
The more than a hundred-year-old conflict in Kosovo/a between
Albanians and Serbs reached its climax in spring 1999, when it came to
the bloody war between Yugoslavia and NATO. Neither the diplomatic
efforts and intensive negotiations over a period of almost a year nor
the military threats by NATO could prevent this war. Why did the
international community's endeavours to reach peace by means of
shuttle-diplomacy and re-active crisis-management, characterised by
the Cold War political concept of peace through deterrence, fail? To
answer this question a thorough examination of the different reasons
underlying the conflict is needed. The interdisciplinary study
contains a complete comparative analysis concerning this, starting out
from political and legal points of view. It provides background
information for staff-members of International Organisations and NGOs,
but also addresses politically interested people in general.
The editor perceives only one possible means of conflict-resolution as
an alternative to re-active crisis-management - the process of Eastern
enlargement of the European Union, encompassing all the countries in
the Balkans, including Serbia.
The editor is a professor at the University of Graz (Austria) and one
of the international judges at the Bosnian Constitutional Court in
Sarajevo.
