Dear colleagues,

The Framework Convention was ratified by Russia together with the
declaration that for its partisipants while they are signing or
ratificating the Convention it is inadmissible to define "national
minority" in one-side order. Besides in opinion of Russia the
exclusion from the realm of Framework Convention the persons who had
the citizenship before but were deprived of it and who have permanent
residence on the territory of the the state - participant, contradicts
the aims of the Convention.
