List matters


Dear MINELRES subscribers, 

Apparently, many of you have vacations now - and, somewhat
surprisingly, this is the case with the MINELRES team too :-). This
summer is really hot in Central Eastern Europe, both in terms of
weather and political developments. Long-time list members know that
usually in July the list traffic is reduced, however, this year we had
too many valuable submissions, and it would be a pity not to circulate
them. Anyway, now it's time to make a short break. We will be back to
you in about a week.

In the meantime, I am glad to inform you that within these summer days
we made numerous improvements and rearrangements of the MINELRES
website. To mention just a few: 

We doublechecked all links, and, of course, hundreds of them appeared
dead. Now all dead links have been updated or removed. 

The Selected Publications page has been completely rearranged, now you
will find separate pages for basic overviews, selected periodicals and
selected texts there. Of course, new texts have been added too (I
would highly recommend valuable papers by Asbjorn Eide at
http://www.riga.lv/minelres/publicat/Eide_Yalta98.htm and Fernand de
Varennes at http://www.riga.lv/minelres/publicat/devaren2.htm). 

Also many new sources added to the UN page (I would particularly point
out the link to the General Comment by the Human Rights Committee on
Article 27 of the International Covenant on Civil and Political Rights
of 1994 - in my view, a major contribution to the notorious dispute
over the definition of minority). On the Council of Europe page, the
list of links to relevant judgements of the European Court of Human
Rights has been compiled - BTW, we will be grateful for your prompts
to more pertinent cases under the ECHR. We strongly believe that legal
methods of protection of the minority rights are more efficient than
"political" ones, this is why we consider information of the kind of
utmost importance. Also list of relevant motions and written
declarations is added. As to the Framework Convention, important
"Analysis and observations" prepared by the Minority Rights Group
Interntational is made available online at
http://www.riga.lv/minelres/coe/FC_MRG1998.htm.      

The list of relevant NGOs has become much longer. Also many new
materials added to the Country Information (including report on human
rights in Latvia in the first half of 1999 compiled by the Latvian
Center for Human Rights and Ethnic Studies and announced in
yesterday's MINELRES posting), as well as Minority Information pages.
Finally, the list of relevant bibliographies has been extended. 

We would like to make use of the opportunity to express our gratitude
to you all for your contributions and advice on relevant new
resources. 

Have a good rest! We are looking forward to meeting you again in
cyberspace in about a week!
