STRASBOURG, 09.07.99 - COUNCIL OF EUROPE Secretary General Daniel
TARSCHYS today voiced concern about the State Language Law adopted on
8 July 1999 by the Saeima (Parliament) of Latvia.
 
"In its present shape, this law is not in line with Latvia's
international commitments, particularly the European Convention of
Human Rights which recognises the freedom of expression and
association and the right to privacy," he said.
 
The Secretary General added that the Council of Europe had been
actively engaged in promoting the Latvian language and the integration
of the non-Latvian population. It has also provided its expert advice
during the drafting of the language law.
 
"The Saeima should get another chance to look into this matter," Mr
Tarschys said.
 
 
A political organisation set up in 1949, the Council of Europe
promotes democracy and human rights continent-wide. It also develops
common responses to social, cultural and legal challenges in its 41
member states.
