EU and CoE emblems?

Dear colleagues, 

Sorry for the question which sounds rather stupid. Does somebody know what
is the difference between the official emblems of the Council of Europe and
the European Union? They both look very similar - 12 golden stars (sometimes
on blue background). This is for the purpose of making the MINELRES
website's page devoted to international organizations looking more beautiful
:-) I am strongly against senseless graphics which takes extra time when
looking at sites, but in this case such small details, in my view, are
justified.
