Call for Proposals: Monitoring and Combating Extremism in Central and
Eastern Europe
The Latvian Centre for Human Rights and Ethnic Studies (LCHRES), a
Soros-related policy centre/human rights NGO based in Riga, Latvia,
announces a Call for Proposals to expert individuals and organisations
to write Country Reports on racist extremism in nine EU accession
countries of central and eastern Europe (Bulgaria, Czech Republic,
Estonia, Hungary, Lithuania, Poland, Romania, Slovakia and Slovenia).
The LCHRES itself will conduct the work in Latvia. The project is
fully funded by the Open Society Institute. The project focuses on (1)
mapping racist extremist groups, (2) analysing official, civil society
and international responses to extremism in each country, (3) engaging
in local and regional policy action to combat extremism. Reports will
be concise, approximately 10,000 words per country (excluding
bibliographies, annexes, etc.). At the request of the LCHRES, the Open
Society Institute will contract with partners and pay for the
production of the country report(s) on the basis of a budget proposed
by the partner and agreed with the LCHRES. Country budgets will have a
ceiling of US$ 5,000. Following publication of the reports in both
English and the local language, the partners are expected to organise
a press conference and several seminars in each country involving
policy-makers, as well as to participate in a regional seminar in Riga
involving all the partners. The deadline for submission of proposals
is July 15, 2001.
