I'm not surprized by BHHRG "controversiality". Its reports twice, in
1995 and 1998, were used by the authorities of Azerbaijan as an
evidence of the raising democracy in the country. And every time, its
reports were quite different from the reports of other human rights
observers.
There were two versions of the origin of such behaviour. Or they are
sincerely illiteral about the cultural and political level of
Azerbaijani society, and think that the elections of 1995 and 1998
were first in the 80-years history of our republic (where the women
have had the electoral rights earlier than American ones). Or they are
engaged by our government, which has rich experience in such
operations.
