Does fact-finding, carried out by international organizations suxh as the
United Nations, the OSCE, the Council of Europe and others, actually
contribute to conflict transformation? Experiences from the Latvian and
Estonian conflict over citizenship are encouraging examples of preventive
diplomacy. Nevertheless, conflict resolution has not been achieved in both
cases.

The book presents an indepth analysis of the fact-finding reports of the
conflicts, their effects and their failures. Further, a collection of the 24
reports themselves in their full length is documented. Altogether, they have
provided politicians with a detailed picture of the conflicts. The public
should have access to this excellent information as well.

The author, PD Dr. Hanne-Margret Birchebach, is a senior researcher at the
Shleswig-Holstein Institute for Peace Research - SCHIFF/SHIP.
