Dear MINELRES-community,
 
is there somebody who could confirm the following information and is
able to provide me further details: I have heard a rumour that
Denmark, even after having completely implemented the Schengen acquis,
still grants visa free entrance to Latvian (but not Estonian)
non-citizens permant residents. Is that correct? Why the distinction
between Latvia and Estonia? Are respective visitors to Denmark allowed
to travel unrestricted in the total Schengen area? Does the Schengen
agreement allow single member states to grant specific targret groups
exemptions in visa matters which are not jointly agreed upon and
implemented by all Schengen members?
 
I would be grateful for any response bringing a bit more clarity into
the matter.

>From the moderator: Indeed, as far as I know, Denmark remains the only Schengen state to extend the visa-free regime to Latvian non-citizens. This decision was made by Denmark unilaterally after introduction of the "non-citizens passports" by Latvia. Moreover, to my knowledge, Denmark declared that it was not going to re-introduce visas for Latvian non-citizens. I believe other MINELRES list members might comment more on the compliance of this attitude with the Schengen rules.
