CIS RESEARCH CENTER RECEIVES FORD FOUNDATION GRANT
 
The CIS Research Center on Forced Migration has received a $159,000
grant from the Ford Foundation, permitting the project to become fully
operational. The Center is now planning to hold its first full-fledged
meeting, including its international advisory board, in late June in
Moscow. "The Research Center began as a small-scale pilot project of
the Forced Migration Projects and now it has evolved into an enduring
endeavor. It stands as a key example of sustainability," said Arthur
C. Helton, chair of the international advisory board. The Research
Center, headed by Zhanna Zaionchkovskaya, was formally registered in
November 1997. The center comprises scholars and experts from across
the CIS, aiming to improve the quantity and quality of research on
migration-related issues in the former Soviet Union. In addition to
the Ford Foundation, major donors to the Research Center include the
MacArthur Foundation, the International Organization for Migration and
the United Nations High Commissioner for Refugees.

FORCED MIGRATION PROJECTS SPONSORS PANEL AT ASN CONFERENCE
 
The Forced Migration Projects (FMP) is sponsoring a panel discussion,
entitled "The Causes and Consequences of Forced Migration in the
Former Soviet Union," during the Third Annual Convention of the
Association for the Study of Nationalities. The panel will be chaired
by FMP Director Arthur C. Helton. The topics to be explored by the
panelists include: The impact of government language policies on
migration; repatriation developments and prospects in Tajikistan and
in the Abkhazia region of Georgia; migration patterns in Kazakstan;
and issues connected with the return of Crimean Tatars to Ukraine's
Crimean peninsula. The discussant for the panel will be Yuri Bokanev,
the vice consul at the Consulate General of the Russian Federation in
New York City. The panel discussion will be held from 4:30-6:30 pm on
Friday, April 17, at Columbia University's Harriman Institute.
 
 
PANEL TO CONSIDER KOSOVO SOLUTIONS AT ASN CONFERENCE
 
Forced Migration Projects Director Arthur C. Helton will chair a panel
on recent developments in Kosovo in connection with the Third Annual
Convention of the Association for the Study of Nationalities. The
panel, called "Defusing Kosovo," will be held at 11:15 am on Friday
April 17 at Columbia University's Harriman Institute. At least 80
people have been killed, and hundreds have been forced from their
homes in clashes between Serb security forces and Kosovo's ethnic
Albanians, who are struggling for greater autonomy. Kosovo currently
is ruled directly by Yugoslav authorities in Belgrade. Some
international observers predict that a negotiated political settlement
in Kosovo will be difficult to achieve under current conditions. A
foreign-brokered peace settlement, akin to the Dayton peace agreement
that ended the 1992-95 war in Bosnia and Herzegovina, may be needed to
avert widespread violence and population displacement in Kosovo, one
prominent international observer said.
