Dear Francoise, 

In fact, merely brief report about the High Commissioner's visit to
Estonia was meant there. The full texts of the OSCE Newsletters are
currently being put on the OSCE web, however, this issue is already
available, so, you can read this short note online at
http://www.osceprag.cz/inst/secret/newsletr/nl11-97.htm#8. 

Normally, after such visits the High Commissioner prepares the next
recommendations to the corresponding national government, yet, they
are not made public immediately - what is understandable, for these
are documents of political and diplomatic nature. I am not fully aware
of the "rules of the game", at the level of rumors I heard that the
documents of the kind are put in a public domain in six months after
receiving an official answer from the national authorities. 

Frankly speaking, this delicate problem is of great interest to me
too. So far I have placed on the MINELRES web all OSCE High
Commissioner's country recommendations which had been made public
before the end of 1997 (one can access them at
http://www.riga.lv/minelres/osce/counrec.htm). However, this
collection must be updated regularly to be really informative for
users... 

Maybe Rene Bekker or somebody else from the OSCE HCNM office could
make more accurate comments? 

I would like to use a chance to add a couple of words to all MINELRES
subscribers. I am sorry to say that lately we faced again some
technical problems with running this listserv. I hope you didn't feel
this much, anyway, my apologies for any inconveniences this might
cause. I would like to request your assistance in this respect. It
will help much if only those your messages which are intended for
sending to all subscribers are posted to the list submission address -

materials and other postings not intended for dissemination through
