The European Academy's Summer Academy 2000
 
"Regions and Minorities in a Greater Europe"
 
Minority Protection, Cross-border Co-operation and Eastern
enlargement: each of these three key phenomena represent political
developments which could change the face of Europe as we have
perceived it until now. The trend towards regionalisation and
trans-national co-operation and the growing public perception of the
destructive potential of minority-conflict relate in many and diverse
ways to the main project of the European Union - its enlargement
towards the East. The main objective of this ambitious Summer Academy,
which after a successful start in 1999 will place this year for the
second time, is to elaborate these various interdependencies.
 
1. Aim and contents:
 
Both the European Council in the criteria of Copenhagen and the
Commission in its recent reports emphasise the striking significance
of resolving minority problems for the further Eastern Enlargement of
the European Union. Minority protection is becoming an European issue
and determines important decisions on the European level. On the other
hand, regional cross-border co-operation is an important means for
integrating the economies of East-Central Europe into the internal
market, thereby providing welfare-creating effects in the East and
offering the opportunity to overcome the economic division between
Western and East-Central Europe. Border-crossing regions also have the
potential to settle minority conflicts in a positive and peaceful
manner and thus to contribute to the consolidation of political
stability in the eastern part of Europe.
 
Taking into account these circumstances it appears to be crucial to
create forums where researchers, experts, political and administrative
figures and representatives of minorities originating from Eastern and
Western Europe can come together and discuss these current issues.
 
Because of its history and geographical location, South Tyrol has a
leading role to play in questions relating to the protection of
minorities and to forms of cross-border co-operation. For this, the
research institute European Academy of Bolzano/Bozen offers an ideal
background and can provide legal and practical training on the issues
addressed by this Summer Academy.

The European Academy's Summer Academy 2000 represents a forum which
aspires to foster a multidisciplinary East-West dialogue on the
developments of regionalism, minority protection, and Eastern
enlargement. Through a combination of theory and practice in seminars
and excursions, models and possibilities for the future EU-enlargement
are discussed.
 
2. Structure:
 
The Summer Academy 2000 is organised as follows:

* Lectures by international experts convey background knowledge on the
topics of the Summer Academy and provide the basis for further
analysis
 
* Round tables with politicians, researchers, civil servants and
officials of the European Commission address the broader realm of
problems associated with the process of Eastern enlargement.

* Discussion Forums led by participants provide insight into the
actual situations in the various countries represented and generate an
environment in which participants and lecturers can exchange ideas and
experiences.

* Visits to sessions of the regional parliament in Bozen/Bolzano
demonstrate how a minority-system like that of the Autonomous Province
Sudtirol/Alto-Adige functions. Furthermore, participants will have the
opportunity to discuss South Tyrolean traditions and culture with
regional politicians and experts.

* Excursions to cultural and historical sites in South Tyrol and its
surroundings serve to allow the participants to get a feel for the
region and its history, culture and traditions.
 
3. Who can attend the Summer Academy 2000?
 
Public servants of local and national governments, who play a key role
in implementing measures for minority protection as well as in
fostering the conditions necessary for a successful enlargement of the
European Union
 
Representatives of minorities interested in the legal background of
minority protection in Europe, its possible further developments and
the role it will play in the future of European Integration.

PhD Candidates and University Students interested in a
multidisciplinary specialisation in the fields of economies of
regions, the legal, political and sociological background of minority
protection, and in Eastern enlargement
