The author considers minority policies and demands in the light of
liberal democratic theory and European norms. According to the author,
as democracies require each individual to have a multiplicity of
identities and interests, there must be better differentiation on when
minority policies are grounded in rights, on ideas on best practices,
and on compromises to reduce tension.
