MINISTER OF EDUCATION OF THE RUSSIAN FEDERATION MEETS LEADERS OF
COMPATRIOTS' COMMUNITIES LIVING IN AZERBAIJAN 

BAKU/02.02.02/TURAN: Within the framework of Russia's Minister of
education Vladimir Filippov visit to Azerbaijan, his meeting with the
leaders of compatriots' communities took place today in the RF
embassy. Minister of education of Azerbaijan Misir Mardanov and
Russia's ambassador Nikolai Riabov took part in the meeting. Opening
the meeting, Filippov presented awards to Azerbajani students -
winners of the competition in the Russian language, held in the
Pushkin Institute of the Russian language in Moscow.  

Minister told that, according to the decision taken by the
authorities, special quotas will be allocated for the winners to enter
beyond competition and to study free of charge in Russia's
universities. He also informed that the yearly quota for free
education of the students from Azerbaijan in Russia has been increased
from 24 to 70 persons.    

However, Filippov expressed his concern that within the last several
years allocated quotas are not fully made use of. In last year, out of
24 allocated places only 18 were occupied, but even those students
began their studies not in September but much later.     

Representatives of the Russian communities drew attention of the both
ministers to the problem of creating artificial hurdles to usage and
propaganda of the Russian language in the republic's districts. In
particular, in Balakiano-Zagatala zone heads of district
administrations and district education departments reduce the number
of Russian classes and even ban textbooks in the Russian language.
25,000 donated textbooks in Russian appeared not only not demanded,
but even prohibited to disseminate at schools. In turn, Misir Mardanov
promised to check this information and to visit on 11-12 February the
mentioned district of Azerbaijan.    

Representatives of the communities also suggested to encourage and
promote languages of ethnic minorities: Lezgins, Avars, etc., residing
in Azerbaijan.
