BACKGROUND INFORMATION

The conference "Democracy, Human Rights and the Protection of Persons
Belonging to Ethnic and Religious Minorities in South - Eastern
Europe" represents the follow-up of the activities carried out by
ISCOMET in the recent more than years in these fields in South-Eastern
Europe (SEE), and especially in the area of former Yugoslavia. The
conference is the main event of the activities of the "ISCOMET Network
for Democracy, Human Rights and the Protection of Persons Belonging to
Ethnic and Religious Minorities in South - Eastern Europe.

The main co-ordinator of that project and the convener of the
conference is ISCOMET - The International Scientific Conference
Minorities for Europe of Tomorrow. ISCOMET is an international NGO,
which has about 230 members from almost all European countries and
from USA and Israel as well. It is the only NGO with the consultative
status with the Council of Europe that has a seat in Slovenia
(Maribor). ISCOMET has, in addition to its all-over European
activities, since 1991 given its contribution to different actions
aimed at enhancing peace, reconciliation and co-operation in SEE and
especially on the territory of former Yugoslavia. These activities
were given impetus especially by the conferences organised by ISCOMET
in December 1994 (Pohorje, Slovenia) and in September 1997 (Roga�ka
Slatina, Slovenia). At these occasions representatives of all major
religious communities from the area discuss ways and means for the
implementation of the above-mentioned values in the every-day life of
this turbulent area. 

Encouraged by these experiences ISCOMET has after the conference in
Roga�ka Slatina in 1997 decided to establish the "ISCOMET Network for
Democracy, Human Rights and Protection of Persons Belonging to Ethnic
and Religious Minorities in South - eastern Europe" as an appropriate
mechanism for the follow-up activities. The members of the Network are
individuals, institutions and organisations from the region. In
January 1998 the elaborated project on this topic was presented to the
EU co-ordinator of the Royaumont Process, Ambassador Panagiotis
Roumeliotis, for consideration. The Project was finally included by
the EU Council decision of 22 October 1999 on the list of "priority
projects relating to stability, good-neighbourliness and civil society
in South - East Europe" which will be given "support" by the EU. In
2000 was the project added to the list of QSP within the Working Table
I of the Pact for Stability of South- Eastern Europe.

The Conference "Democracy, Human Rights and the Protection of Persons
Belonging to Ethnic and Religious Minorities in South - Eastern
Europe" is the main meeting in the framework of the Network actions.
In addition to the conference in Bled a great number of Network's
projects, workshops and other gatherings in South European countries
have been already realised, for instance in Bosnia and Herzegovina
(the sociological field research and the study) and in FR Yugoslavia
(the conference in Ni�ka banja, held on 2-5 November 2000). Other
actions are planned to be carried out after the conference until the
conclusion of the project in December 2002 (for instance in Croatia
and Slovenia).

The conference in Bled will also consider and accept the program of
the second ISCOMET project within the Pact for Stability in SEE, i.e.
the project "The Maribor Initiative. Contribution of Religious
Communities to Reconciliation, Tolerance, Co-operation, Democracy, and
Human Rights in South-Eastern Europe" (March 2001 - December 2003)

The co-ordinator of the Network is ISCOMET - International Scientific
Conference Minorities of Europe of Tomorrow. The organiser of the
conference are ISCOMET - Institute for Ethnic and Regional Studies
(Maribor, Slovenia) and ECERS - European Centre for Ethnic, Regional
and Sociological Studies at the University of Maribor in co-operation
with the members of the ISCOMET Network Democracy, Human Rights and
Protection of Persons belonging to the Ethnic and Religious Minorities
in South-Eastern Europe.

PACT FOR STABILITY OF SOUTH - EASTERN EUROPE

Date: 23 - 25 February 2001 (departure after lunch).

Venue: Bled is located in the north-western part of Slovenia, 55 km
from Ljubljana, the capital of Slovenia and 35 km from the airport
Ljubljana - Brnik and 65 km from Klagenfurt airport.

The image of Bled with the castle, the lake and the island in the
middle of the lake, are sights by which Bled is known to nearly the
entire world. The Bled Castle, a silent witness to its former power,
resolute and proud on a high rock above the lake, stands watch over
the town. Lake Bled is renowned for its exceptional beauty. The
forested slopes of the Jelovica and Pokljuka, the Julian Alps with
their highest peak Triglav - the simbol of the Slovenian nation - and
the Karavanke Mountains, serve as the background to this heavenly
spot. 

Oral presentations: Length of contribution - 15 minutes at the most
(about 4,5 double-spaced pages) or in accordance with the decision of
the Chair. Contributors should communicate substantial thoughts,
whereas the rest can be explicated at discussions at plenary sessions
and working groups. 

Discussions and rebutments: 5 minutes at the most or as decided by the
chair of the session.

Languages at the Conference: The plenary sessions of the Conference
will be simultaneously translated into Bosnian, Croatian, English,
Serbian and Slovenian languages.

Conference Proceedings: Those, interested in the publication of their
contribution in a Conference collection should give their papers (up
to 12 double spaced typed pages plus sources and notes) to the
Secretary of the Programme Committee, Mrs. Jasna Murgel, MA during the
Conference (2 copies plus on diskette) or send them by E-mail (and on
diskette) to the address of the Conference organiser by the date
designated at the end of the Conference.
