Workshop proposal:
 
Interethnic Conflict Settlement in the Balkans
 
While Europe as a whole has been marked by a rise of regional and
ethnic nationalism in the past decades, in no other region as in the
Balkans the articulation of national demands escalated to the same
degree into ethnic conflicts. Many monocausal explanations of reasons
for this development, such as "ancient ethnic conflicts" or the
communist "deep freezer", are rather obscure rather than explain the
cause of the ethnic conflict in this part of Europe.

The workshop will seek to identify, among others:
The historical roots of the interethnic conflicts in the Balkans;
A series of case studies will consider the history, causes, dynamics
and prospects for escalation or settlements in conflicts zones of the
Balkans (i.e. Bosnia, Kosovo etc)
Approaches to interethnic conflict prevention:
- diplomatic strategies (OSCE, UN);
- strategies which focus on economic development (EBRD, the aid
programs of the EU, the World Bank, IMF);
- military strategies for conflict prevention (NATO, WEU, some
activities of the UN);
- strategies which focus on the development of civil and political
institutions (the Council of Europe and NGOs).
Description and evaluation of the performance of international and
regional organizations in preventing ethno-national conflicts in the
Balkans.
