PACE debate and new recommendation on minorities


Dear MINELRES list members, 

On January 23, the Parliamentary Assembly of the Council of Europe
held the next debate on the rights of national minorities. Main report
was presented by R.Bindig (Germany) of behalf of the Committee on
Legal Affairs and Human Rights, reports for opinion - by H.Gjellerod
(Denmark) on behalf of the Political Affairs Committee, C.Tabajdi
(Hungary) on behalf of the Committee on Migration, Refugees and
Demography, and L.M. de Puig (Spain) on behalf of the Committee on
Culture, Science and Education. New PACE Recommendation has been
adopted as a result of the debate. 

Since I also took part in the debate as a member of the PACE, it is
not easy to give a concise report about the debate (too much of
