Estonian Minority Education Legislation

I have been advised that a new Estonian Law is now in place which provides
for private Russian-language minority schools to be fully funded by the
government and that these are to replace public schools in Estonia using
Russian as the main medium of instruction. Is there someone who could tell
me where I could obtain a French or English version of the law, and whether
full funding means funding to the same degree as public schools?

Any comments on reactions to this law from members of the minority?
