Dear all,

as you know, the protection of minorities is neither a task of the
European Union or the Community, nor can it be deduced from single
provisions of the treaties. Nevertheless, an European legal frame in
this matter is necessary, in particular in view of the eastern
enlargement, as it is proved by the inclusion of the
minority-protection as one of the political criteria for
EU-membership.
 
Thus, at the request of the government of South-Tyrol, the research
area "Ethnic Minorities and Regional Autonomies" of the European
Academy of Bolzano/Bozen has worked out a proposal - the Package for
Europe - aimed at improving the protection of minorities under
European Community law.
 
It consists of a bundle of legal measures, which differ in form,
contents and legal effect. A group of external experts from different
countries has contributed to the work. The "Package for Europe" has
been presented to the European Commission in December 1998.
 
We would like you to carefully analyse the contents of the "Package",
hoping that it might be useful for your activities. We would be
grateful if you could show it to other interested persons, in order to
continue the discussion on the protection of minorities within the
European Union.

We would be glad to receive your comments, suggestions and proposals.
