In order to brisk up the work related to the development of the linguistic policy, I DECREE as follows:
1. The Linguistic Policy Council shall be set up under the President of Ukraine.
2. The attached membership of the Council shall be approved.
3. The attached Charter of the Linguistic Policy Council under the President of Ukraine shall be approved.

CHARTER
of the Linguistic Policy Council under the President of Ukraine
1. The Linguistic Policy Council under the President of Ukraine (hereinafter referred to as the �Council�) is a consultative and advisory body called upon to contribute to performing the efficient work related to the preparation of proposals related to the development of the linguistic policy, the creation of conditions necessary for the functioning of the state language in all spheres of public life, the free development, use and protection of the Russian and other languages of national minorities of Ukraine.
2. Activities of the Council shall be governed by the Constitution of Ukraine (254k-96-VR), Laws of Ukraine, resolutions of the Supreme Council (Parliament) of Ukraine, decrees and instructions of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine and this Charter.
3. Major tasks of the Council shall be as follows:
- to develop proposals on the development of the linguistic policy in Ukraine and the protection of constitutional rights of citizens in this sphere;
- to analyse the condition, trends of the development and application of the Ukrainian language and other languages in the state, economic, political and public life;
- to consider draft laws of Ukraine, decrees and instructions of the President of Ukraine, acts of the Cabinet of Ministers of Ukraine, action programmes of ministries and other central executive agencies on the linguistic policy issues;
- to submit proposals on linguistic issues requiring the legal regulation according to the established procedure;
- to evaluate concepts and comprehensive programmes on issues included in its sphere of competence.
4. In order to perform its tasks, the Council shall be entitled:
- to set up, if necessary, temporary expert and working groups under the guidance of Council members, involve representatives of central and local executive agencies, scientific institutions and public organisations in them (subject to consent of their management);
- to receive the information and materials required for its activities free of charge according to the established procedure;
- to hear reports of representatives of ministries, other central and local executive agencies, managers of state-owned enterprises, institutions and organisations on issues included in its scope of competence at its sessions.
5. The Council shall be chaired by the Chairperson appointed by the President of Ukraine
The initial membership of the Council and the Charter of the Council shall be approved by the President of Ukraine. Changes in the membership of the Council shall be approved by a decision of the Council. Members of the Council shall take part in its work on a voluntary basis.
6. The major form of activities of the Council is a session to be held as necessary but at least once per quarter. The Council session shall be administered by its Chairperson or, upon his request, deputy chairperson.
7. The decisions of the Council shall be made by majority vote of its members present at the session and formalised in protocols or recommendations. These decisions shall be subject to consideration by central and local executive agencies, enterprises, institutions, organisations and individuals.
8. The organisational support to activities of the Council shall be provided by the Humanitarian Policy Department of the Administration of the President of Ukraine.
9. The routine work of the Council shall be carried out by its secretariat. The financial and material support to activities of the Council shall be provided by the State Committee for Nationalities and Migration.
