To bypass the different interpretations of the provisions of article 57 paragraph 2 from Law no. 70/1991 concerning the right of the organisations of persons belonging to national minorities to broadcasting time

The Central Electoral Office decides:

1. The right of the organisations of persons belonging to national minorities to have access to the territorial and national public radio and television broadcasting services is calculated by means of comparing the number of the lodged lists of candidates with the number of constituencies in the districts; the criterion of admissibility being that the proportion of the lists of candidates must be at least equal to the proportion of the respective minority in the total population of the district or of Romania, as the case may be.

2. The broadcasting time for a national minority shaill be calculated by means of ensuring a maximum proportion from the total available broadcasting time equal to the proportion of the respective minority in the total population of the respective administrative-territorial unit or in Romania, as the case may be.

From the above mentioned proportion the different organizations of the national minorities shall be allowed an equal proportion to the number of the lodged lists of candidates.

3. The Central Electoral Office shall make the necessary documentation available for the Romanian Television Society and the Romanian Radio Broadcasting Society as far as the number of the lists of candidates and the number of the constituencies in the districts are concerned, while the National Committee for Statistics as regards the proportion of the national minority in the total population of the district or of Romania respectively.
