Accessibility of higher education

article 6

(1) The citizens of the Republic of Macedonia have, under equal conditions, the right to education in the institutions of higher education in the Republic of Macedonia.

(2) Foreign citizens can, with the application of the principle of reciprocity, educate themselves in the institutions of higher education in the Republic of Macedonia under the same conditions as the citizens of the Republic of Macedonia.

(3) Foreign citizens, except the person from paragraph 2 of this article, can educate themselves in the institutions of higher education.

(4) The right to higher education is also given to persons without citizenship under conditions defined by law and by the ratified International acts.

(5) The conditions of paragraphs 1, 2 and 3 of this article are more specifically defined by the university, or by the institution of higher education that is not a part of the university.

Intractability of the autonomy

article 13

(2) The autonomy of the institution of higher education cannot be disrupted with:

(2.3) - political and religious organizing and activities, except the activities held in the form of forums at which ideas and opinions are exchanged.

Instructional languages

article 95

(1) The lectures at the institutions of higher education are held in the Macedonian language.

(2) The lectures at the state pedagogical institutions of higher education for the education of teachers for pre-school education and teachers for primary education, as well as in the didactical-methodical subjects for teachers for secondary education can be in the languages of the persons belonging to minority.

(3) The lectures in the didactical-methodical subjects from paragraph 2 of this article are held in the didactic-methodical center organized as an organizational unit of the pedagogical college "St. Kliment Ohridski" in Skopje.

(4) When the lectures are also held in the languages of the persons belonging to minority according to paragraph 2 in this article, the Macedonian language is learnt as a separate subject and the lectures are in Macedonian for at least two more subjects from the curriculum program of the Faculty.

(5) The lectures at the state institutions of higher education can be held in one of the world languages: for separate study programs for foreign languages, for parts of study programs in which there are guest lecturers from abroad and for study programs in which the lectures are also held in Macedonian.

(6) Because of the care for and development of the cultural identity and national distinctions, the lectures at the state institutions of higher education in distinct subjects, or contents of the arts and languages of the persons belonging to minority, can be held in the language of the persons belonging to minority.

(7) The lectures at the private institutions of higher education can also be held in the languages of the persons belonging to minority or the world languages. When the lectures are held in the languages of the persons belonging to minority or the world languages, the Macedonian language is studied as a separate subject and the lectures are held in Macedonian at, at least, two more subjects.

(8) The subjects from paragraphs 2, 3, 4, 5 and 7 are determined by the statute of the institution of higher education, with a number of classes defined by the normative and standards for the establishment of institutions of higher education.
