CONCERNING THE AMENDMENTS TO THE SECTION OF THE RESOLUTION OF THE REPUBLIC OF LITHUANIA 'CONCERNING THE QUALIFICATION CATEGORIES OF THE KNOWLEDGE OF THE NATIONAL LANGUAGE' (30 April 1992, No 314)
To accomplish the Resolution of the Supreme Council of the Republic of Lithuania (29 Nov. 1990, I-824) 'Concerning the Terms of the of the National Language Status Enforcement', the Government of the Republic of Lithuania has resolved:
1. To confirm the qualification categories of the knowledge of the national language (attached).
2. To confirm the curriculum of the national language education (attached).
The present program must provide for non-native speakers the circumstances to learn and use the Lithuanian language.
3. The Ministry of Education and Science, authorised to enforce and execute the national language program and to monitor the process, is obliged:

4. to obligate the ministries, governmental institutions, institutions under the ministries, enterprises, institutions and organisations and propose the municipal and regional self-governments to organise the Lithuanian language teaching courses to the employees who do no know the language and recommend them to cover all teaching and testing costs. The sum of payment for the tests must be established by the Ministry of Education and Science;

5. to obligate the administrators of ministries, governmental institutions, institutions under the ministries, enterprises, institutions and organisations to admit to work the employees who have passed the national language test of knowledge necessary to fulfil the assignments (duties) according to the required qualification category. When entering the labour contracts with the person who in compliance with legal order is acknowledged the legal status of the sufferer in the occupation period of 1939 � 1990, these requirements are not for one year applied to the persons since the day of their return to Lithuania;

6. to regulate the application of minimal requirements to the national language knowledge (national language knowledge Qualification Category 1) to the persons working in the management and services sector until 1 January 1995 in those cities, towns and provinces of the Republic of Lithuania which are mostly inhabited by non-native speakers.

National Language Knowledge Qualification Categories
General
1. Category 1: ability to understand the national language and get into conversation over the working issues which require low qualification, and fill in uncomplicated standard documents.
2. Category 2: ability to serve visitors in writing and speech, and manage working documentation in the national language.
3. Category 3: ability to perform one�s functions and manage the office work in the native language.
The Contents of the Qualification Categories
4. Category 1: comprehension of the national language, limited knowledge of spoken and minimal knowledge of written national language.
The employee must understand both spoken and written texts comprising up to 800 words of basic vocabulary and be able to use the minimum of the occupational terminology. He is required to be able to fill in uncomplicated standard documentation.
5. Category 2: satisfactory knowledge of the spoken and written national language.
The employee must understand speech and written texts and be able to communicate in the national language, using up to 1,500 words of basic vocabulary and occupational terminology. It is required to know how to prepare the documents handled in their occupation and be able to fill them in.
6. Category 3: fluent use of both spoken and written national language. The employee must be able to communicate in writing and speech using up to 2,500 words of basic vocabulary as well as occupational terminology. He is required to be skilled enough to speak and write in Lithuanian on various topics.
Application of Qualification Categories
7. Category 1 is applied to employees in services, production and other spheres, who must constantly communicate with other people in their work and fill in uncomplicated standard documents (among them are included ordinary civil servants working in committees, offices, post-offices, banks and police and other servants, such as medical workers lower in status, shop-assistants, waiters, and the like).
8. Category 2 is applied to the employees of medium level management personnel and workers of higher qualification in various important spheres (among them are included medical personnel medium in status, employees in non-Lithuanian cultural and educational institutions, specialists of medium level, and others).
9. Category 3 is applied to the supreme State authorities and administration organs of the Republic of Lithuania, to the governors of ministries, departments, other public services, municipal / regional self-governments, enterprises, institutions and organisations, and to other administrative workers as well a to aviation specialists who must ensure the safety of flights (flight commanders and crews of aeroplanes).

10. The Qualification Categories of the national language knowledge shall not be applied to people wishing to take up the occupations of the profiles named above.
11. The national language knowledge Qualification Categories shall not be applied to the persons who graduated:
11.1. from Lithuanian secondary schools, groups of Lithuanians in collegiate and higher education schools;
11.2. non-Lithuanian secondary or equivalent schools since 1991 and later.

12. The national language knowledge of the persons who have finished vocational and agricultural schools on the second stage of non-Lithuanian groups and have passed compulsory examination of the Lithuanian language corresponds to Qualification Category 1. The knowledge of the persons who have completed the beginner-level course of the annual Lithuanian studies, organised by the Department of the Lithuanian Studies in Philological Faculty, Vilnius University, is assumed to be equal to Qualification Category 1 of the knowledge of the national language. The knowledge of those who were on the advanced level of the course corresponds to Category 2, while the knowledge of those able to demonstrate complete competence in the course corresponds to Qualification Category 3.

1. Preparation and publication of the following teaching material for the non-native speakers:

2. Organisation of competitions for the creation of the following methodological and teaching material:
2.1. the competition for writing a new text book applied to adult non-native speakers in Lithuania (announced: 2nd quarter of 1992; results: end of 1992).
2.2. the competition for writing a new curriculum (announced: 2nd quarter of 1992; results: 4th quarter of 1992).
2.3. the competition for writing a curriculum for preparation of the teachers who teach the courses (announced: April 1992; results: September � October 1992).
3. Creation of experimental testing variant (final results: end of May 1992).
4. Explication of the status, which will receive the application of the Qualification Categories of Knowledge of the National Language, of the employees working in public services sector or administration of institutions, enterprises and organisations within ministries, departments and other public services, in municipal and regional self-governments until 30 May 1992.
5. Regular examination of the qualification level of the teachers teaching the Lithuanian language in non-Lithuanian schools. On the basis of the examination results, organisation of re-qualification groups of the teachers at Lithuanian Institute of Teacher's In-Service Training.
6. Allotment of a certain number of vacancies in pedagogic profile specialities at higher schools for secondary school graduates from the regions of alèininkai, venèionys, Trakai and Vilnius, and Snieèkus settlement. The assignment of the graduates from the above-said regions to study a pedagogic profile speciality shall be assumed as a State Order.

8. Performance of the following means to assist the teachers and text book authors in their work:
8.1. compose the program for teaching Lithuanian literature in forms 10 � 12 in Russian and Polish schools and introduce the course on Lithuanian literature, taught in Lithuanian, as an optional subject (planned for 1991 � 1992).
8.2. introduce teaching of one or two subjects in forms 10 � 12 in Russian and Polish schools (planned for 1992 � 1993).
8.3. provide the authors of the text books a one-year paid holiday for the preparation of the text books (planned for 1991 � 1995).
8.4. in the lessons of the Lithuanian language, split the classes (comprising 20 pupils and more) into groups.
9. Initiate beginner-level teaching of the Lithuanian language in all non-Lithuanian schools since form 3; allotment of four weekly hours to teaching Lithuanian in forms 3 � 12.
