on local self-administration and administration
29 December 1992
I. GENERAL PROVISIONS
Article 1.
This Law affirms municipality and city as units of local self-administration and county as unit of local administration and self-administration.
Article 2.
Regulations of this Law shall be applied to the City of Zagreb, capital of Republic of Croatia, as well as units (kotar) with a special, self-administrating status, if it is not regulated differently by a special Law or Constitutional Law on human rights and freedoms and rights of ethnic and national communities or minorities in Republic of Croatia.

VI. PROPERTY AND FINANCING OF LOCAL SELF-ADMINISTRATION

Article 68.

Additional costs that emerge relating to the application of the Constitutional Law on human rights and freedoms and rights of ethnic and national minorities in Republic of Croatia in counties that incorporate units (kotars) with a special status shall be covered from the State budget separately.
